Catch 22: Anyone Who Deserves Federal Benefits Shouldn't Be Able To Get Them

The original definition of Catch 22, from the book of the same name, said that all anyone had to do to avoid flying combat missions on the basis of mental illness was to request being grounded ... but anyone who made that request was obviously too sane to avoid combat on the grounds of mental illness.

Similarly, anyone who is really disabled by mental illness shouldn't be able to successfully negotiate the system, fill out the forms, deal with the bureaucrats and come out with benefits.  It is a lot of work, it's very confusing, it takes a long time.  The whole system is designed to keep people from successfully obtaining benefits.  That's what they call "reform".
