Dear Mrs. Cox-Burns

Thank your for your letter of March 31, 1993. While your letter left a small ray of hope for the future (and I appreciate that), it did not respond "fully" to the questions raised in the correspondence, as you had promised in your letter of December 14, 1992.

I am not going to repeat the arguments presented earlier, but I would like to say that adopting ex post facto a new set of guidelines for the selection of periodicals and specifically the gift of periodicals is tantamount to changing the rules in the middle of the game.

I understand that you consider the case closed and I respect that but I reserve the right to pursue the matter in other fora because I deeply believe in this country's basic principles of democracy, freedom of speech and fair play.

PS: What I meant by "other fora" in the last paragraph is my intention to publicize this whole episode. Publishing this correspondence on my Website is one way of doing this.
